Can short people wear the high waisted, knee length pencil skirts?
I'm not particularly curvy, but I have hips...
I've always LOVED the classic look of these, but I have no idea if I could pull one off! I have a short torso and longer legs...
Kind of on the fence; never tried one on...
Sky high heels? NO PROBLEM!! :)

You can wear anything if you wear really high heels.
Mid knee or to just above the knee. I would worry if the short was much above the natural waistline though. You want to lengthen the torso too. I would think perhaps a waistline that fits just at or just below the natural waistline and not the higher waisted ones such as the wide banded ones.
Yes definitely. Make sure that the hemline isn't too low (you can always shorten a hem if you need to) and that the waist isn't too high if you would wear something tucked in. It's one of the most universally flattering pieces of clothing. I am a heavy (size 16) pear-shaped woman with a short waist and long hips. I wore one a few months ago and got tons of compliments and questions about whether or not I had lost weight! For me, the key was pairing it with a fitted top that hit below my waist (elongating my torso and shortening my hip) and then topping it with a flattering cardigan.

From this, I know that the most flattering "knee length" skirt for me is 25" (24" if the waist sits lower). Knowing that and carrying a tape measure when shopping makes shopping for skirts a lot faster and easier for me.
ETA: mine is charcoal gray and I pair it with gray tights and pumps that are gray with black accents - being all in the same color family elongates my legs and avoids chopping my vertical line at the knee.
I think short (or tall) people can wear any style--as long as it fits properly. Try a petite size to make sure the skirt is the proper length.
I don't think it's about how short, I tend to think more in terms of body shape... I would try it on and IF in your opinion it enhances your body in a positive way, then I would be more inclined to wear it. IF on the other hand, it doesn't speak to you in a way that you would feel comfortable.. then don't wear it. you won't know until you try it on. Additionally, if you do, then try it with a blouse that you might consider wearing and the actual shoes... sometimes, you have to put on the entire outfit to get a real sense of how something may look..

Go try one on and see how it looks. If it looks good, but is a little too long, take it a tailor and have it hemmed.
BTW, I love the look of those skirts and I bought one to wear to court when I adopted my oldest two kids.

I'm 4'11", and I wear pencil skirts pretty often, but I don't care for the high-waisted ones on me. It may be my body type that's the problem, though. I don't have hips at all, but I have boobs. The high-waisted skirts accentuate my boobs, and I hate that.
I do wear high-heels with pencil skirts. I really love tight, high-heeled boots with them. :)
I think as long as the fit is good, you should be fine. And sky high heels would look killer with it. I think my tummy isn't flat enough for the high waisted skirts, or I'd pull one off in a heart beat.
i would think if you wore it with high boots (not ankle or mid-calf that would "chop" off your legs) and stockings of the same color to elongate the look of your legs it would work : )
First of all, you can wear anything you want!! Don't let the fashion industry tell you what's okay...as long as you are comfortable. Second, I am a petite person, and back when I wore skirts, I frequently wore the style you mentioned and received many compliments.
Why not try one on? Try petite ones as well as regular ones. Once you see it on you, you might love it. On the other hand, you might say, "Well, those are nice for somebody else, but not for me."
I'm not short, but I wear petite sizes on top because I'm extremely short-waisted. And I can't wear pencil skirts because I'm built like a Christmas tree - long head, narrow shoulders, no waist, wide hips. I can only sigh... and appreciate pencil skirts on others.
I think so but with a high skinny heel and not a ankle or long boots.
