We lived in Westchester for 3 years. Here are ways I got involved. Go to story hour at the libraries - they have great programs and you can go to all the Westchester ones (Scarsdale is the only exclusive one I know of). Get the free 'Westchester parent' magazine at the library - and all the local adverts they have going there. Go to the parks. Also, Stepping Stones is amazing in Norwalk, CT - very close to you. Get a membership. Also, get involved in the creation of Westchester's own children's handson museum; it's going to be in New Rochelle. I also found being in a church was a great way to meet people and to have a community.
Try babybites Westchester or the rivertown play group - both on the web or fb. They both have lots of events where you can meet other mommies in the area.
You must have neighbors. Take a walk, go to the downtown area,
go to the library and see if they have story time. Try your local church
for groups. Is the 3 1/2 year old in preschool? You need to get out there
now, before the weather turns bad. Good luck.
