We used to do gold fish, cheerios, raisins.. Stickers, Tattoos
And a little bit of chocolate covered raisins.
I dont want to break the bank but Id like to think of some stuff besides candy to put in my dd's Easter basket. She's 2 1/2 so that also limits some items that are too small. I was thinking of cutting some sheets of stickers apart and putting them in some of the eggs, but Id like some other ideas. I also found a set of 4 my little ponies I think are small enough to fit in a larger size plastic egg but thats all Ive found. TIA for the ideas!

Money.
Then put a piggy bank in her Easter basket. You can supervise her putting her coins right into the piggy bank.
One year the Easter bunny left a few special prizes with my parents. So when we opened the eggs there was a piece of paper with a number on it and we traded it with our parents for a special prize. It was really fun, because we weren't expecting it.
We do quarters and dollars (in some special eggs) from the Easter Bunny.
I bought those tubes of plastic animals from Michael's one year. That was pretty fun and not that expensive. Also, second the suggestions for stickers, tattoos, bubbles, Cheerios, goldfish. We've also received hair clips, bouncy balls, plastic rings, mini koosh balls, mini crayons, play doh, etc.
I put some things in eggs and others right in the basket. You have a lot of great ideas here. One that I didn't see mentioned that I use a lot is sidewalk chalk. Look at Michaels too for craft supplies.
Happy Easter!
We usually put some cheap outdoor toys in there...bath or pool squeezie toys, a kite, sand toys etc. and other things to be used outside now that spring is around the corner. Also play-doh and bubbles are perennial favorites, as are little board books. The $1 section at Target has some cute stuff.
This is kind of off-topic but we had the worst Easter baskets growing up for a while. My mom was on a no-sugar kick for 5 years so during those years, we got plastic eggs filled with carob chips, unsweetened coconut shavings, raisins, nuts and dried fruits. Yummy...not!
We always put pennies, nickels, dimes and sometimes quarters. Since she is only 2 1/2 pennies will make her feel rich like they do kids. lol Also when my girls were little we did cheerios.
Hair bows, ponytail holders, barrettes.
If you go for items other than will fit in the eggs, you can go w/ coloring books, crayons, a doll, stuffed animal, bubbles...
Silly puddy & play dough, then supervise.
Stickers, tattoos, pennies (although maybe all change is a choking hazard?), a hershey's kiss (I know--candy--but a few?), squinkies, fruit loops, character band aids, hair bows, magic towels, little squirty tub toys?
Coins work well. Sometimes I can find some little girl stuff on the target dollar rack like fun socks.
My kids are 7 year old boy & almost 5 year old girl. I tend to limit the candy I give since they get a lot from their grandparents on Easter. Plus all the sweets sitting around too. So I usually just do some jelly beans and a few pieces of others. I also do stickers, books, small toys. Last year they each got a bell for their bikes, some stickers, hot wheels and a book. I tend to buy things year round for Easter baskets and stocking stuffers so I usually have stuff already on hand.
I always hit the dollar section at target and get bracelets, crayons, notepads, little toys, gloves, headband, sunglasses, lip gloss, etc. plus one chocolate rabbit. I've filled eggs with m&ms, littlest pet shop toys, and squinkies toys.
My mom used to put the sugary cereals that we were never allowed to have (trix, cocoa puffs, those fruity ring things, cookie crip ect). We would be SO EXCITED!

do fruit snacks, bubbles, sun glasses, coins in eggs for her piggy bank, a few jelly beans in some eggs.
My son used to love the gerber graduate puffs. I think that he ate them as a snack until the time he was 4.
I don't think there is anything that will fit in those eggs that is going to be safe for a toddler. The stickers might be okay, but anything that can fit in those little eggs is going to be a choking hazard. See if there are much bigger eggs or consider using cute little boxes as well. Best wishes.
