Ah, he's made a discovery. As long as he does it in his space, privately, and you help him to understand it is something he does in his room, in private; I don't see a problem.

Just like Christina said, make sure they are doing it privately and that they know it's a personal thing and not to be done in front of any one else or in public.
Its normal!.. Don't make a big deal out of it. I tell my son (almost 3) that he can touch himself there only if he is in his room or the bathroom. He usually falls asleep with his hand in his pants.
Yes, it might be for comfort the sensation it brings. I shy away from the word masturbate though, since at his age it's exploration versus conscious knowledge of what he is doing.
