Check out your local Boys and Girls Club. I work at one and am SHOCKED at what is offered for such a small price tag!

Have you considered your community's Parks & Recreation division? They may host some winter camps. We don't have a YMCA local to us so that is where I would begin. Also, if you have any colleges (community or regular university) they may host a camp this winter too.

Check out the boys/girls club, YMCA, community center/rec center, they all usually have programs during school holidays.
Also check with your kids' school and their friends' parents, that's probably best for local referrals.

My son is not yet school age, but his daycare - Kindercare, is open every day through the school break except for the day before christmas and new years. Perhaps there is something in your area that would take you short term.

What about using a high school student? You can have them babysit in your home. I use to do that as a teenager. I was thrilled for the extra income and because it was only for a couple of weeks it wasn't too overwhelming for me. Good luck!

I have a home daycare that I have used for both my kids since they were 6 weeks old. I also have a afterschool program for my kindergarten son that will be open. It will cost me more money than normal obviously, but I do have coverage.

Tots unlimited has a school age program. They do A LOT during winter break.
You pay per day that is really good. They also provide a food.
