It could be what Christy Lee said, or because there's a flaw in one of the sneakers where the sole attaches to the rest of the shoe. If you run on roadways that are graded to one side (which most are, to increase water run-off), then the "downhill" shoe may be in more water. If there's a flaw in that shoe to boot, you'll have a wetter foot on that side.

If this is a child I suggest that they reach out with the dominate food into a puddle and then the other food lands outside the puddle.
Sorry - I've never had that problem.
