I just got some at Nordstrom Rack. Not sure the brand, but they were only 9.97 and they're nice.
My black leggings finally quit this week after many years of wearing. They are a staple in my wardrobe and I'm a bit frantic - ok a bit of an exaggeration. Who do you think has the best leggings. Mine were from Wet Seal and just okay. My only concern is that they not be too tight around the waist. I hate that. Anyone got any leggings that they adore? I should add that I'm on the petite side. 5 foot 2 and about 115. I often have the problem of leggings being way too long because I'm short.

I sell Eurotard and Body Wrappers leggings in the store I work in. The dancers wear them for years for dance classes. They are around $35 each pair but they are thick and last for a long long time. There are many different styles too. Some have a simple elastic waist while others have a soft loose fold down style waist band.
If there are any dance studios around your area you could call them and ask them where they buy their dance clothes. Then I would go to the same place. They may order them online too but I think most dancers find the stores that sell their supplies somewhere nearby.
When we need toe shoes we go about 100 miles away, other than that we buy everything in town.
Eurotard has nice long capri's that can be worn year round:

Here is a list of stores in your area that sell Body Wrappers, there are lots and lots of dance stores listed, a couple in your town and then in the nearby towns:
I purchased a pair from Style and Company that I LOVE.
Nordstrom has really good quality ones, nice, thick & a variety of styles. I bought a pair with a wide waistband to prevent any hangover. I'm exactly your size and they were a little bit long, but it never occurred to me to ask for petites. Just ask a salesperson. Good luck!
Victoria's Secret has them in all lengths.
