I don't know where your friend lives, but Washington Hospital, in Fremont, has a shop called Bras for Body and Soul. They fit you to a bra and it is amazing the difference a well-fitting bra can make. It can re-shape you, and your clothes will take on a new life. Yes, they do cost a bit more, but you really do get what you pay for. (It's probably less expensive than buying bra after bra, then having a drawer full of bras that don't fit.)
Have her be completely frank about what she wants in a bra. Does she only want support? Does she want a bit of compression/reduction? Breasts moved upward or toward her arms?
Have her call her local hospital if she doesn't want to try Nordstrom's. Most standard department stores don't have / don't make bras in the larger sizes. Even Motherhood Maternity only goes up to an E cup.
