URL is Uniform Resource Locator. Basically, it's the address of a web page. For example, the URL of Mamapedia is www.mampedia.com

I'm not sure what you are asking in regard to creating a URL. If you want to create a website, you need to find a place to host it. Once the page is hosted, you can register a personal domain name through a place such as www.GoDaddy.com, although that's not necessary.

you need to find a place to create a domain name - you can make a personal page free using certain websites such as yahoo but if it is business related you need to use a company (yahoo and other sites prohibit using it for business purposes). one company for a business is network solutions - http://www.networksolutions.com/

The other posters are right, but I can help you a bit more because I have a home business designing and maintaining websites. You much register a domain name (assuming it's available) and purchase hosting from a provider - then you much create a website using one of many programs out there or hire someone to do it for you. A lot of times the host will also offer this service. Feel free to send me a message and I will be happy to answer any other questions, even if you decide not to hire me.

I didn't see this answered below, but if your looking to start a blog (not a "typical" website) try Blogger.com or TypePad.com They are free.

Even if you're starting a new business, they are free and it's a good place to start until your business picks up, although most domain services (like godaddy.com) aren't terribly expensive.
