2t. it is longer and not as wide as 24 months. Most children around this time start to get taller and thin out.
Do I buy 2T next or do I buy 3T? There must be fertilizer in our tapwater becuase our DS has outgrown the 18-24 size, which I was hoping would see through till he was 2 years old.

2T would be the next size up.
2T is usually bigger than 24mo
2T would be the "next" size.
Brands and sizes vary wildly...gonna have to try some & see I guess.
My son skipped over the 2T size, and went straight to 3T (or at least it felt that way - he probably wore 2T for less than a month). If you do buy 2T, I wouldn't buy a whole lot... :)
I used to take my son to the store in thermals or tight clothes and try them on over them to get a feel for their clothing sizes. I can tell you that Target runs larger than most in their sizes. I think that 2T would be a good start.
2T although my 2 year old is on the taller side and wears 2T bottoms and mostly 3T tops. And 24 months must be cut wider because both my 2 and 3 year olds still fit into the 24 month shorts I bought 2 years ago!
It is the 2T, but if he is still in diapers then I would just go for the 3T so there will be some room in the bum area.
KP has it right. I found that 2T wasn't necessarily much bigger than 24 months, just longer and slimmer.
Keep in mind that kids clothes sizes mean 'up to' that particular size. For example, 18-24 month size means they fit children up to 18-24 months. (usually the max age they wear them) So by the time they are actually 24 months they are ready for the next size. I always buy my kids clothes a bit too big so they can wear them longer.
It depends on where you shop for toddlers clothing. Sometimes I can buy my 2yr.old 2T but depending on what store I'm at and the name brand of the clothes I have to buy her 3T
2-3T, sometimes both, depending on the length and width of your child. DD was in 3T shirts long before 3T pants. 24 mo. are wider than 2T, generally, probably for diapers. If he's still in diapers, check out some 3Ts and cuff the bottoms. Or look at Carter's, which runs bigger. You might also look at straight up 24 mo. pants vs the ones for a wider size/age range.
