To avoid the cloth from getting stressed and tearing at the seams, near the crotch area. Gives a better life for the clothing. :)

It is so you don't need to wear underwear under the leggings.

When clothes are tight-fitting like leggings are, they add the cotton gusset to help the area dry faster and breathe better, like ReverendRuby said...... you don't need that in typical shorts and jeans, since they aren't usually up right next to the crotch.

They still need to wear undies with leggings.....

You still have to wear undies and it has nothing to do with how well the clothing will wear.

It is so that area will dry faster and breath. Since the crotch area tends to be damp and bacteria will grow in dark damp places and the person has a better chance for a vaginal infection, manfacturerer tend to put a cotton gusset there so the clothing will dry, thus helping to prevent infections.
