In obese people poor circulation is common. Blood could be pooling there, which cause bruises to heal very slowly. I would give him the nudge to go get checked out.
My brother in law has what looks like lots of redish/purple stains on his lower legs. He said they were bruises that healed but left a stain on the skin. I have never seen this before. Is it an indication of something else like diabetes? He is obese but only 38 years old.

One symptom of Type 2 diabetes is bruises that are slow to heal, but it's only one of several symptoms. If he is obese, it would be a good idea to get checked out regardless. Obesity causes myriad health issues that need special attention and monitoring.
my husband twisted his ankle a few years ago, and the skin in that area is red and almost .... words are escaping me. like little blood spots, if you've ever bruised your finger and you can almost see the blood spots under it but not a blood blister. anyhow he was that and i don't know what it is, either.
Definitely have it checked out. That happened to my father, memory eternal, when he was in his 80s, when he had serious heart trouble (thus bad circulation). You wouldn't want to lose him because you ignored this.
