St Charles has 2 - 1 that is free but with no sand play area and one that costs a little money but it's huge (2 water play areas with the squishy ground and a giant sand play area too). Both can be found through the park district:

The one in Lombard is downtown on St. Charles Rd. near the train station. I think it is concrete though.

Someone suggested the Turner Park (Roselle Road between Elgin-O'Hare and Irving Park Road) in Roselle and Fountain Square Park on (Biesterfield Road across from Mead Jr. High) in Elk Grove Village. Our favorite is the one at Turner Park but it doesn't have the 'squishy' surface- it's concrete. Fountain Square in Elk Grove has the rubber surface but the splash pad itself is smaller and completely shaded. The playground itself is much larger then Turner though. There is a small splash pad in Hoffman Estates on Grand Canyon (off of Higgins behind an apartment complex) that is connected to a park but that one also has a concrete floor.
Have fun!

There is one in streamwood on Irving RD, its tricky to find the 1st time, its in the same park as a skateboarding area, but not only is it soft its fenced in so easier to keep track of kids, it has a park a picnic area and washrooms.
Theres one at Vogelei Park off of golf and higgins, probably spelled wrong but it shares a parking lot with teen center.
and have summer shows on certain days

There is one in my town - Roselle. It's at Turner Park. You can look it up online if you look up Roselle park dist. There is also one in Elk Grove and Bartlett. I like the Roselle one better then Elk Grove, but never been to Bartlett.
