I am going to put jewels and things all over them for my SIL's wedding...Has anyone seen these in stores or online. The shoe can be either nude, white or silver but she'd like a peep toe heel! I am looking for extremely cheap like under $30.

Check out DSW.com. You can narrow your search to 'pumps' and the color you want. You can also look in their clearance and again narrow it to specifics.
You can also check to see if it is carried in a store near you so you can try it on to make sure you have a good fit.
What size do you wear? Some of the stuff I'm looking at is priced differently for different sizes. And are you wanting the 4" heel shown on that one?
Payless Shoes usually has some nice ones at good prices. If push comes to shove, I'd check Good Will or some other second hand shop. If it's just a one time event, why not!

I think I found the same one as your first answer, they also have a pair on clearance for $20 the same style but not peep toe.
