Try your local YMCA. Their classes are getting ready to start for the spring session. I like the Dodge Y in Downtown Brooklyn on Atlantic & Court.
Lessons are also offered at YWCAs and YM &YWHAs

If you live near the L you can go to the 14th Street Y in Manhattan on 1st and 14th.
I've been taking my 12 month old to the local YMCA (Dodge is mine) and they have swimming classes for little ones. Once a week, and she loves it!
