The Mom-to-Mom sales are actually done through an organization by that name, who provide the set-up info, advertising, etc. If you want to call it that, you would have to go through them.

I would like to organize a sale that includes school uniforms as well as the childrens clothes at the school as a fundraiser for the school from the PTA. I will submitt the idea at the first PTA meeting and find out the school's policy but i would like to know has anyone ever done a mom to mom sale at the school? not sure how the mom to mom thing works. Do i have to contact the mom to mom organization to do this? or should i just call it another name?

Our church / school has a childrens resale every fall and spring. This was my first time participating, as a seller, a buyer, and a volunteer. It was great but it takes ALOT of hard work by volunteers. People sign up to sell and get a seller number. They tag their clothes with their price and seller number, then drop off at the school where volunteers set it all up by size for clothing and then category for everything else (strollers, toys, etc.) Then when people shop, the tags are collected. In the end, the sellers receive 70% of the profit from their items, and 30% goes to the school. Unsold items can be donated to a charity, so it's a win-win-win. It's been a huge success and makes a lot of money for our school. Do you know of any other moms who would be on board with helping you run it and organize it? It's a lot of work, but can have great results for everyone. Good luck!
I'm positive you don't have to pay anyone to use the "mom to mom" sale title.
Although, I've never initiated one, I have participated in them. One at a school around me does it every year thrown by a PTA. They advertise for vendors, even outside of their school. ($20 a table) Then advertise the sale. They do not charge to get in the door. They also put on a bake sale, which I believe goes right back to the PTA. Also think the money for the tables goes to the PTA. They have tables down the hallways and then into the cafeteria and gym. Its a nice little sale that draws in quite a lot of people around here. Oh and every year the Kindergarten room has tables full of clothes donated by whomever and they sell things for .25 and it goes right back to the Kindergarten classroom. So that is pretty cool too.

This type of sale the seller purchases a table renting spot. Then sets up their own stuff and works the table. At the end the seller keeps all the profits. The PTA keeps the money for the Table rental space.

And, who would it benefit or profit?
PTA's, do "fundraisers" for the school.... generally.
If this is just for Moms to purge their kids' clothing... then, that is a different purpose... but as you said, your idea is for a Mom to Mom sale.
It would take volunteers/organization/time/scheduling/off hour timing for it... to hold the sale.
If you make a "proposal"... for "your" idea first... THEN present it to the PTA... then maybe it will be more accepted, instead of just telling the PTA the idea and expecting them to do it.
