Can you suggest or know of more affordable places
for girls birthday parties, in the 3rd grade range
(9 yr. old) versus the typical kids specialty salons?
We have to "cut" back like every one else is now...

I would check with some of the beauty schools around. Chances are it would be affordable
You could bring the girls to a beauty school college. there's one here in Bloomington- Scott Lewis. I know of mothers bringing their daughter and their friends there.
Ditto the cosmetology school route. Much cheaper and you can get different services...painted nails/toenails, hairdo's, etc. There's Scott Lewis in Bloomington and another school in Lakeville.
Maybe insted of bringing the kids some where you could ask the moms to come to the party too. There are lots of books out there (sure that you could get one from the library) Most of the fun hair dos only need bobby pins and hairspray that you can get at a dallor store. You could have the moms each do a girls hair other then their own child. I have a 4 year old and we did a party like this one this year. It was great everyone really enjoyed it. All of the moms liked that they learned how to do diffrent styles for there own girls hair. In total for us it costed about 16 dallors to have 8 girls have their hair done plus they each go to take home things so that they could do it again at home.
I know a mom in my mom's club of bloomington who works pt as a hair stylist. I know that she does our kids' hair whenever we need it. She's willing to go to people's homes or do it whereever people meet for a playdate, etc. If you like, I could ask if she'd be interested in doing something like this at your house. Then you could have another mom be the manicurist and paint their nails, etc. I know that for real haircuts she charges $10/kid so I wonder if it'll be less if there's no cutting involved?
