My mom actually owns a consignment store that deals with women's and childrens clothing and she was telling me about this law. It was actually voted down - which was a huge relief on her part.
That law would have effectively wiped out all children's resale shops because of the cost of testing for - I can't remember the chemical at the moment, but it had to be done in private labs to the tune of $500 per item, from what she was telling me.
