A rash like that needs to be diagnosed by a doctor. Her mother needs to take her to see one.

My little sister is 3 years old and shes got a rash that is raised from head to toe. Its worse on her face but on her body it looks like little red bumps or pimples everywhere. She doesnt have any symptoms, she doesnt show any, and shes playing just fine outside.. what could it be?

I would definately have your mother take her to the doctor. My daughter had that happen to her when she was 2 and it ended up being an allergic reaction to the soap we were using. Hopefully it's nothing too serious but if it's spreading then she definately needs to be seen by a doctor...Good Luck!
I read your profile. If you're taking care of your little sister, i.e. mom not home, you can call the pediatrician.
An important piece of information is does she have a fever? If so, she is sick and should be kept quiet and warm.
It could be a virus. That happened to my son once. But you should call her pediatrician.

Have your mom call her pediatrician and tell them what is going on. Even on Saturday they should have an advice nurse or doctor on call.
I'm not a doctor, but it sounds like chicken pox. With a UNKNOWN rash - I wouldn't allow my child outside playing with other children.
Your mom can take her to an urgent care as well to have her looked at.
Sounds like an allergic reaction. I would call someone right now. This could be an anaphalactic reaction that needs medical attention.
