Try the state high risk pool. Some states' are closed but worth a shot. The state insurance department will have more information on the pool and other programs.

when I lived in MA i didnt have any insurance, and I applied for medicad and they said I made to much money. however I was still under the 200% poverty level, so when I was in the hospital I found I through the staff there that I was elgiable for free care insurance (sometimes call charity assitance insurance) any medical bill you recieve from a hospital will have the option on the back to try to apply (people on medicad and medicare are not eligiable) I now live in indiana and here iyou have to be under the 220% poverty level so I am not sure what it is in your state. the only draw back is it does not cover prescriptions or privite practices.
Have her go to ehealthinsurance.com. We have been very happy with the help we received there.
I don't know RE state or federal aid, but a great! insurance broker I used was Teresa Neuman with Care1 at 866-748-1886 x131. She did in 2 weeks what it took me 4 mos with other brokers to get started:)
And if she can, look into a small life insurance policy and a will for her children's sake. Our families need us to plan and provide that help, especially planning for who will raise our children.
Good luck to your friend and her family!

Any luck with Medi-cal? Sometimes they can issue you emergency medi-cal. You can call your county for those services. Good luck. I know health insurance is hard to get right now.
