My Son Has Broke Out in Little Itches Bumps All over Upper Body All of Sudden

He seems to feel fine maybe little itching at the nose. Upper body.

Could be hives from an allergic reaction - to a food, to laundry detergent, to soap, or something else.
Could be a virus.
Hopefully he's vaccinated so you can rule out measles.
Take him to a doctor to make sure it's not something contagious and to get advice on how to make him comfortable.

I'd get him to the doctor right away.
Rashes can be so many different things - some more serious than others.
The doctor is the best person to help you figure it out.

You need to take him to prompt care. He could be having an allergic reaction to something, and that's not something you want to mess around with.

Call your doctor in case he can be seen there, but if they are busy, you need him to be seen.

If there isn't a prompt care or urgent care or whatever near you, call your doctor and be prepared to take him to the ER. I'm not trying to scare you, because it's probably going to be very easy to address. But you don't want to not have him seen today.

After having 3 kids I would recommend a diaper rash cream with 40% Zinc Oxide. I use the Equate brand and it has completely stopped the itchiness and let it heal. Next step would be to get with an Allergist.
I would take my child to the doctor if he/she was in pain/feverish/miserably itchy. However, I would try the Zinc Oxide! Good Luck. Being a parent and making these decisions is Never easy!

he's having an allergic reaction to something. you don't say how old he is, but if it's drastic take him to the doctor. for what you describe here i'd give him an antihistamine and observe.
