See i thought the same thing about kids being stuck in a classroom all day, i have noticed that my child has the gift to be pretty smart and like doing his school work. I think that maybe he is just getting bored with his work and he gets it done and the only other thing to do is to talk to his friends ir classmates. So should i just keep watching and keeping an eye out and see what happens, i really don't know what to do, i dont think that keep sending them to their room or take toys away is the answer.

Okay here is the thing there can be a lot of reasons and thinking that maybe when he is engaged with his work he is good and bored he chats is a reasonable observation.
Now what?
I have told my kids this is the game you must play at school. You must appear to be engaged and you must be quiet. They can't read minds and know you are pondering something else but everyone is born with ears. I have very strange kids probably because I am a rather strange mom. :)
If you have a smart kid the beauty of it is you can talk to them. Ask him what is going on but be open that he will not express it in an adult way. Don't frame it like an interrogation, go with a chat. Hey, it seems we are getting notes again, what is going on. Remember what he says because even if you can't figure it out there should be a staff of experts in place at school that would be more than happy to take a bash at it.
I sent a word search book into school with my son so he would have something to work on while others finished their work.
