Have you thought about throwing a tea party in your own home? We did it recently for our little girl, and it was a riot! We made big floppy dress hats with plain woven hats from Walmart, then we added feathers, beads, sequins, etc. using a cool-glue gun. The girls then wore the hats along with feather boas for tea sandwiches and koolaid served out of a teapot in little tea cups. For the cake, we made a teapot (it is hard to describe, but you can see an example online http://www.fancythatparties.com/addons.htm#TeapotCake) and we listened to music from a special Tea Party CD we found online. The girls loved dressing up and playing "adults", and the theme was even fun for moms. This could be done at a local park or on a picnic table to save money.
