You can order them off the internet. Just type in labels for kids and you will find lots of sites were you can order. Very reasonably priced.
I always order them from Stuck On You. They have all kinds of labels for different things.

If you go to www.mommiemadeit.etsy.com you'll find a lady who makes very reasonably priced labels for clothing. I think she'll make you 40 or so for $10, and she's somewhere near Arlington, though I've always just had her ship my labels. She'll even design them for you! I highly recommend her.
You should be able to go to JoAnn Fabrics or the fabric section of Hobby Lobby or Walmart and buy a package of iron-on labels that comes with an indelible pen. Shouldn't cost more than a couple of bucks.

My son's preschool teacher recommended writing his name on masking tape and taping it to the tag on his jacket (so that the jacket always comes back). You do have to remove it and re-label it each time, but if it's just for a jacket, it's not too bad.
I also love Mabel's Labels, particularly for shoes.
They wash and wear very well yet are easily removed.
I also ordered labels online and was very happy with Mabel's Labels (http://www.mabel.ca/). Even though it came from Canada, I received my order pretty quickly.
