Disney Books, Pocket Frogs, Angry Birds. I'd look up more, but my 4 year old son has my iPad while he's visiting my parents!

Touchy books, imazing, BB magic lite (reading), farm touch (our 2 year old likes this one a lot), PBS kids, and doodle buddy (they both like this one). All of them are free. You can upgrade them for a fee.

I actually have read a couple of parenting books with the Overdrive application that you can get from your library for free. The 2 books are Positive Pushing which teaches you how to get your child into an achievement activity in a positive way. The other is 10 Conversations You should Have With Your Kids. Both are excellent readers.

First, get ibooks (which is a free app) and then there are some adorable (and often free) children's books on ibooks. I also have Bob Books (there is a lite version for free to try it out). That could be good for your 4 year old. At one point I got Toy Story read aloud book for free too.

Lots of cute coloring apps like colorama and kid art (my kids loved when they were little). They love "Just Fillin'". Some cute match games include JirboMatch. Spin Art is good.

For reading, there are things like "sight words". My kids are now 6, 6 and 8 so they like the real games now like fruit ninja (which I think a 4 year old could do). Others might be too hard right now.

Oh, a cute book that was free and it has pop up stuff is Meet Millie.

They also love TouchPhysics
