An ultra sound is covered. Why not call the place that is doing the ultrasound and ask them directly?
Will I be able to find out my babys gender at my next scheduled ultrasound since I'll be 18 weeks or would I have to pay to find out?

If the doctor orders an ultrasound anyway (for medical reasons), it doesn't cost extra for the technician to tell you what they see. Whether you can find out the gender depends on the quality of the image and the position of the baby. Why would you think there would be a charge for it?
Assuming baby is cooperating and the technician can see, then you will be able to find out if you are having a boy or a girl for no additional charge. The tech will be looking at all the baby's parts to make sure everything is correctly formed for it's gestational age. Genitals are among those parts the tech will see and look at.
Now, if baby is not being cooperative (ie, crossing legs or something) and the tech can not see then you may not get to know unless you pay for another ultrasound out of your pocket or unless the doctor needs to schedule another ultrasound for a medical reason that will be covered by insurance.
Every tech I've encountered tried pretty hard to get baby to cooperate so you can find out what it is if you want to know though.
You should be able to find out from the person doing the test IF they can see the gender. It's not extra.
Well, if your tech is anything like mine, the first question he/she will ask you after, "How are you?" will be, "So, do you want to know the sex of your baby?" (because some people don't want to know)
Most of the time your doctors, nurses, techs, etc., don't know what insurance you have unless you are having a procedure or they have some other specific reason.
I can't think of any reason for you not to learn the sex of your baby unless your baby insists on it being a surprise!
if they can see the bits, they'll tell you! it's actually harder for people like me who want to wait. :)
but you can never guarantee that a fetus that tiny will actually cooperate.

You shouldn't have to pay anything.
By 18 weeks, yes, they can tell the sex.
