If your lights are halogen lights DO NOT put paper over them. They will start a fire. HOWEVER, putting it over a compact flourescent would be ok, since they don't get hot like a halogen.
Have you tried Menards or Party City?
So I am having my daughter's 7th bday party on saturday, a disco party, anyways our lighting in our basement is the kind where the bulbs are in the ceiling so my whole ceiling is flat(I don't know what it's called) but I can't find colored bulbs to put in there....does anyone have any ideas? I was think like some kind of colored see through paper to tape over it or something....I don't know!! We got a disco ball and all of that but I thought it would look cool to have the colored lights too! HELP!!!!!

Recess lighting...where the lights are sunk into the ceiling and not hanging below the ceiling. We have the same.
I'd just keep them off, or if you can...just keep bulbs in the ones that offer accent lighting...like off in the corners or around the perameters of the room, and if you have a dimmer, use that and put them on dim. That way, it's not too bright for the entire room. You can usually buy black lights for pretty good prices...and a stobe light for cheap too. Try Spencer Gifts or a Halloween store. I think there are a few Halloween stores that are open all year...like the one in the MOA...I think it's called Spirit. You might even try a Costume store where you rent costumes. They usually have other party supplies you can rent, like a stobe light, black light or even a disco ball. :)
I know Menards has colored bulbs. Try there. Sounds like a fun party.

Check out Spencer gifts. I'm assuming you have the same kind of lights I am looking at in my office right now. Sometimes spencer gifts has these kinds of things. They would probably have black lights at least...colored lights maybe.
If you want to put something over them, I'm immagining the gel film that like your local Highschool would use for the lights in a show...You may be able to find large patches of those to put over the plastic cover over the lights. I'm not sure where you would get them though. Perhaps do a yellow pages look for theater supplies or soemthing.
