Hi A. - I thought this was the funniest question!! I guess I've just never thought of quantifying it before. I check the temp to see what clothes to wear, I guess now I'll start checking for wind speeds too!

Actually I think it may also depend on the length of the skirt too or you could wear a long straight coat over the skirt which will keep the skirt down.

If is is wind and not a breeze then no skirt, unless you can cutely do it with leggings where it wont be such an emberrasment IF it happens.

What a funny question!
I wonder if any scientific research has been done on the subject.

I had a favorite dress that was very full on the bottom. I absolutely loved it.
I was walking down the street back to my car one day when a gust of wind came up and I literally felt the back of my dress brush the back of my head. I pulled my dress back down and spun around hoping nobody saw what just happened and there sat a cop at the intersection with a big grin on his face. I didn't walk around outside in that dress without a long sweater or something after that.
It never crossed my mind to check the weather for the wind gust report.

I wear leggings under longer dresses and skirts now, mostly to keep my legs warm.

Depends on the length of the skirt and what you're wearing under it. I've seen people wear straight skirts with a slit up the back - and they had no idea how far up that slit went. Short skirts are also a problem sitting down and/or beinding over. It's all about what's on underneath and how short the skirt it. Ask your husband, brother, dad or good male friend. They can easily tell you what you need to know - even if you don't want to hear it.

I wear skirts all the time, no pants and haven't really had a problem. I do wear leggings or spanx with all my skirts.
