I would try Target. I saw some things today to secure garland on stairs. You could also try Joann's, Garden Ridge, or Hobby Lobby for good garland.
I would like to hang garland from my two-level staircase and need advice on how to attach it securely. Also, if you have any suggestions on where to buy inexpensive but good quality garland with or without lights. I would like to be able to use it for many years to come.

I bought garland from Garden Ridge 6 years ago and it still is in good condition and the lights all work and it was very inexpensive especially if you catch them during there sales.
There is a place called Christmas Warehouse (1331 Regal Row)near 35/Harry Hines, west side of Dallas (near one of the old Mary Kay Manufacturing plants), sw of Love Field. They usually have a small ad in the DMN for the the Christmas months. We got a great deal on garland and an artificial tree there two years ago (a lot of it come pre-lit too - whee!!!).
I am an activity director at a retirement community and we have a large staircase that I decorate for each holiday. The staircase has a painted white banister so I must be careful not to scratch the paint. I found that the chenille craft wires (large pipe cleaners) work best, you can get them in any color so they are easy to hide and you just wrap them around and give it a couple of twists, easy to take down too.

The twistees on bread bags or trash bags work GREAT to hang garland and it doesn't scratch the stairwell. The container store might also have something (more expensive though).
