My daughter used to bite me. I would scream OUCH! and instantly move her away from me on the couch. THen for 30 secs i won't look at her or speak to her. After a few times she learned what happened if she bite me and she get the ultimate punishment in her eyes. She has always been a mommy girl.
She is 3 now and when ever she gets in trouble wants a snuggle but cant until she says sorry and speaks without whine. Dont get me wrong we snuggle and love on her all day just dont reenforce negative behavior with positive.

As soon as he does put him down and walk away. Sometimes the strongest emotion is NO emotion at all. He will be confused because this is diffeent then anything you have done before. It will stop after only a few times of this. DO not say one word to him as you are putting him down. Good luck!

anger makes it worse...it turns it into a game.
When he pulls simply put him straight on the ground or move him to the other side of the room without showing any emotion. Or simply get up and walk away. Once he sees he's not getting the desire reaction out of you. (though it may take a few days) he'll eventually stop.
Just remember we are our children's favorite toys. If they do something and we squeak, we are nothing more than one of their other toys that squeak. If you are broken and don't react, they don't want to play anymore.

Ll youngins go through this stage i beleive, I just had to tie my hair back and wear no jewelry until this stage, like so many others, too did pass. 
A couple moms said to pull his hair back in return but I'd have to disagree that a 16mo old will understand why you are pulling his hair and it could backfire and teach him that hair pulling is ok, afterall, mommy does it. Instead tell him calmly, you just hurt mommy and mommy does not want to play with you when you hurt her; when you would like to play with me again and be nice I'll be in the kitchen (or bathroom or bedroom etc) then set him down and walk away.
This could provoke a fit, but ingore the cries and after a few times he'll grasp the concept.
This was very successful in teaching my daughter how to stop hitting me.
I read it in a Parents magazine, actually, also as some mothers siad, say nothing, that could be just as effective

well this might sound a little mean, but does he have hair??? is it is only a little bit of hair it will work when he pulls your hair say owe you hurt mommy. then pull his hair back. sometimes children learn that they are hurting you by knowing that if you do the same thing to them it hurts. it is worth a try.

He thinks its a game because you keep pulling away quite likely. This is gross, but my son picks his nose and try to wipe it on me one time and I reacted and that was it. I showed a reaction and say "gross" or "nasty" and he gets a kick out of that and laughs. I tried being stern but that left him feeling like he did the biggest crime, so next time he did it, I told myself it's gross but I won't react, and all of a sudden the fun of it just died down..He moved on to something else. So my advice, ignore him next time, don't react, and distract. See how that works. Boys think every thing is a game! The most you can do is tie it back

My son kept grabbing for my glasses every time I would pick him up so I started putting him down abruptly every time he would do it. It didn't take very long for him to get the idea that if he went for momma glasses he'd end up sitting on the floor instead of being snuggled.
