If the potty is always in plain sight, that leads me to believe you're not keeping it in the bathroom. People go to the bathroom in the bathroom. He is too young to understand if the potty is in the kitchen or family room that you don't go to the bathroom in those rooms. I also am of the belief that if a child isn't going to be brought to the potty consistently through every day, every hour or two, don't bother with it. Who needs a kid that occasionally pees on the potty but uses their diaper the rest of the time and then pees on the carpet too? I would suggest doing serious training - potty in the bathroom, thick cloth training pants with waterproof outer pants, taking him every hour or two without asking if he has to or wants to, no rewards. Or else, put away the potty for 6 months, keep him diapered and in overalls (backward if need be). He's also old enough to introduce a one minute time out in the time out chair for peeing on the floor.
