Here are a few ideas that are not the typical: pair of dice (white sweat suits with black dots), Hershey Kisses - plain and with nuts (sorry I know that is probably inappropriate, but would be funny to the adults), Ying and Yang, Sun and the Moon, two sticks of Doublemint gum, Ceasar and Cleopatra, Santa Claus and the Tooth Fairy or Easter Bunny.
Raggedy Ann and Andy or Thing one and Thing two
What ever you do with them they will be adorable!
I like the idea of Raggedy Ann and Andy. That would be so cute!
Last year my baby was 6 months old at Halloween and he wore a chicken costume, that idea would be so cute with another barnyard animal. I have seen animal costumes and you can probably find two animals that "go" together.
Well my kids are older now they are little over 1 yr apart, and I have 1 boy 1 girl also. We tried to do the cute boy/girl figured I only had a few years for that before they want there own looks. They are 4 and 5 this year.

I saw lobster costumes last year at the baby store - and you could dress the other baby up as a pat of butter? I know, it's awful (LOL)!
The costume stores are open now - I would just go and take a walk and see what hits you. You may find a costume that inspires you, or the two perfect ones, or maybe even find one that you can buy and make another one to compliment it.

Salt-pepper? Oreo and Milk? Just a few ideas I didn't see in your responds already. LOL
Milke would be easy to do-white clothes with "Got Milk?" on them! I'd make an oreo out of felt circles and attach that to white clothing as well so that the child would look like the frosting inside and the circles be the cookie. Would probably cut out the Word Oreo from Brown felt to glue on the cookie part. Man! Now I wish I still had little babies or small toddlers!!

I have seen a picture of twin babies dressed as a twin pack of Twinkies. Very cute! The 6 year old boy probably has his own ideas about what he wants to wear. Typically boys enjoy "hero" costumes: Spiderman, Batman, Superman, Zorro, Transformers, pirate, knight, astronaut etc.

I know someone already suggested it but I have twin boys and a little girl and last year was the twins first Halloween and we dressed our daughter who was almost 3 at the time in Dr. Seuss and the boys who were almost 1 as Thing 1 and Thing 2. We bought the Dr. Seuss but made the boys and it was super simple and sooooo cute. I can't believe how many comments we got about it. We were stopped all over the place with people wanting to take pictures.
Cowgirl/Indian or cowboy/Indian girl, Dorthy & the Lion, Spiderman/Spidergirl, dog/cat, bee/butterfly, bee/flower, doctor/nurse, dora/diego, max/ruby

My 2-year old son and newborn daughter are going this year as a cowboy and a cow (with a pink bow of course!).
How about Batman and Batgirl, Salt & Pepper, Peanut butter and Jelly?
You could also take two characters from the same movie or television show.
Or they could go dressed as each other and really confuse people!

You have a lot of great ideas here.... I just wanted to elaborate on the M&M idea. Our whole family went as M&M's one year, it was soooo cute. I got each family member a different color sweatsuit, I cut out "M"s from white felt and glued onto each shirt. super easy and not expensive.
