I'd definitely call & ask the vet.
Okay, I'm not really sure what you would call it. I know it sounds gross, but I have never seen a fixed dog with a deflated sack. Does it go away? I doubt that such loose skin would firm up? He's almost 1 year old; we had to wait because he was having some serious digestive issues and we just didn't want to put him through anything else. So they were pretty much all developed.
I am just wondering if this skin is ever going to shrink or get smaller? Because it looks so nasty.

Our male pug had the man-gina as we called it. It shrank some within a few weeks but it always really looked like...well, a vagina. How lovely. You should talk to your vet about it. Ours was less than responsive and by the time we changed vets, it just wasn't worth having fixed. We were told the first vet had left too much excess skin. Good luck.
It'll shrink. Some vets will do a scrotal ablation (remove the excess skin) others do not, either because they don't think it's worth it or they just don't think of it. (For instance, one of the vets I work for does,* the other doesn't, it's primarily a cosmetic thing.) Shrinkage does vary from dog to dog, some have more skin than others and some shrink better. It won't always look this awful though and unless your dog needs to have another medical procedure, such as a teeth cleaning, OR the excess skin causes a health problem, it isn't worth the time, money or risk of anesthesia to have it fixed at this point.
One thing you DO need to watch for is excess swelling. Because there's extra skin and tissue there are also extra blood vessels, some of which are occasionally missed when it comes time to tie things up. I have personally had to apply compresses to the swollen scrotums of several dogs, not at all what I had in mind when choosing a career. Anyway, should you notice your dog's scrotum swelling up, call your vet, they will probably want you to come in for a recheck and then you too may experience the joy that is sitting around holding either a cold or warm compress to the scrotum of a dog.
*On older 'post-puberty' dogs, not puppies.
It's the way the procedure is performed. Essentially, they cut open the sack and pop the testicles out. I remember that from one of my freshman year biology class in college - why wouldn't I?
Once the swelling goes down, the skin should shrink back to accommodate the lack of the testicles.

It'll shrink, especially since he's so young still. If he was 5 or 10 the skin might be permanently stretched. But remember your belly after a baby? It doesn't go back to perfect, but you don't have an extra foot of skin hanging off either. We waited to get our lab fixed until he was full grown so that he could get all the growth hormones/ etc. The sack took about a year to shrink and grow hair, and now you can't see it at all. Originally there was about 2 inches of extra skin, now... nada.

As I recall, it will shrink.....poor old guy, at least he has something left to lick! hehehe..

LOL! With time it should shrink, but probably not disappear completely. Don't worry, it will look better eventually.
funny thing you will be able to tell if he is hot or cold. I have a bullmastiff that we got fixed and they left the coin purse but took the coins. when they remove everything its a much bigger surgery. when they leave it the incision is much smaller and less evasive (sp). it will tighten up a little.

It does shrink up and lay flat against their body. I can't remember how long it takes, I want to say a few months.
It should shrink some. But if he was already developed he will still have some skin. He won't mind.

I had a six year old dog and got him fixed. The sack will shrink. Eventually it shrunk so small we didn't even notice it.

It will shrink! I was shocked at this with my dog too but it does recede.
