Cerave is the best otc hand moisturizer I have found. Mine get bad enough that I sometimes need a prescription.
I have always used Oils of Olay on my face
During winter time i use Lubriderm Intense Skin Repair and it works FABULOUS! It is not greasy or heavy feeling..... i use the same for my face and it works fine too.
I used to use Keri Lotion but that was way to greasy and heavy for me. It made my break out because it was so oily!
Sweet almond oil absorbs into your skin very well.
I've been using Albolene for face and hands - I love that it has no taste (I use it on my lips too) and no scent.
It goes on a little oily but next morning my skin is the softest it's ever been.
nutragena has a fisherman's salve hand cream, it is super awesome. for everything else, I was in the habit of using "udder cream" a cross over product from the vetrinary world that you can find in the drugstore, near bag balm, clover salve and mane and tail shampoo.
it is rich without being too greasy. after a period of not using it, and coming back to it, i am not sure I am keen on the scent anymore.

In my 20s, I used Clinique and that's all I wore.
Now that I'm 40, I use just plain coconut oil. It's a little greasy but if you just use a little it's not bad. It's all natural. Sometimes I put a little lavender oil in it and it smells great.
I've been trying to get away from toxic commercial moisturizers, deodorants, etc. There's a lot of cancer in my family.
Face: Aveeno Positively Radiant Daily Moisturizer.

I am a Lactation consultant. I love silicon glove avon.
I have normal skin as well and it was starting to get oily/dry spots. I switched to coconut oil last year and its been great (get it at Whole Foods or Costco). I put it on like a cold cream at night to take off my makeup and rinse with warm water. There is a little residual oil left and that is all I usually need, but on dry nights I'll put another pea sized amount on. I use it after the shower in the morning like regular moisturizer. It's healthy, it's cheap, and it works very well. I use it on my whole body when I need it.
I few people I've talked to think coconut is too heavy so they use jojoba or almond oil or a combination. Some add shea butter to the mix, but I felt it was too thick and I had to pull on my face to spread it out.
I like Nivea. I discovered kinda by chance that Lubriderm feels very similar to an expensive moisturizer that I like, so I now just use that. Face and body.
Oil of Olay for face. For body, Nivea.
I use Clinique and Argon oil for my face.
For my hands, I love the Bath and Body hand lotion. I also use a drop of Argon oil on hands as well.
Face: old fashioned Dove in the little pot. Inexpensive and works will for me (many moisturizers make me break out)
Hands :CerVae lotion - recommended by my child's dermatologist for him, but I like it too.
If you want to spend money, I would recommend Yonka brand, Pamplemousse is excellent. I know you can buy it on Amazon. It is a tiny tube but it lasts quite a while as you only need a little. It smells fantastic and is so moisturizing.
However, I usually stick with Olay brand since I am not made of money, lol.
I know a lot of people recommend using coconut oil on their face at night, you could certainly try that for a few weeks.
As for hand moisturizer, the one I have liked best is Hempz brand, and again, it smells great.
