My 3yr old has a bump or blister inside her butt crack. Right at the top. What is this??

I agree with pilonidal cyst. Very painful. You could try a warm compress or warm bath to help it drain, but probably best to take her to her pediatrician.
Is it boil like? If its big red and painful take her to the doc. It might need to be lanced and drained.
Could be the heat, sweat and dust.
Try giving her cooling food. By that, I don't mean ice-cream and cold stuff. What I mean is foods that naturally cool the body - melon fruits, yogurt, cucumbers, etc. Avoid greasy foods, spices, hot food (hot'spicy kinds) which cause the body to generate more heat - for the next few days. And make her drink lots of water.
Just regular ideas, and they certainly can't do any harm! Hope the boil vanishes soon! :)

My 8 yr old daughters first symptom of hand foot mouth disease was bumps and blister looking bumps on the bottom of her butt cheeks and inner thighs, then she was run down and not hungry, then a fever, then a sore throat, and then more spots on her butt, scalp, feet and hands. Then my son got it, but none on his butt. This was just this past week. Perhaps it's going around? Watch for other spots or symptoms. If it's just that one spot, something could have irritated her. Or, if she just fought off a virus the outward appearance of a rash is common.
