I'm getting ready to replace the tires on my Crown Vic. I'm going to be getting all season tires, just not sure if performance or passenger would be better. My driving is probably 70% city, 30% highway. Is there a big difference?
Performance tires cost more and wear out faster. Unless there is some reason you NEED them, then go with passenger tires.
Performance tires are for cars that are high powered, like an Acura, with a lot of exceleration. You don't need that for your Crown Vic. It's a waste of your money because the performance tires are balanced for high speed and they have higher traction rubber and don't last for as many miles.
Btw, I HATED our Acura tires. Damn things cost me $900 because pulling into our driveway, I'd somehow touch the curb and it would pop the tire. SAME WHEEL. 3 TIMES. I hated, hated, hated that car.
I was SO glad when we sold it.
My husband wanted to love, love, love that car. But when we came back stateside after 6 years, he didn't buy another performance car. He didn't like those tires either.

performance tires are more expensive. are you doing high speed chases in your crown vic? LOL!!
Use passenger tires unless you will be doing things that require performance tires. You can talk to the sales rep about your decisions and see if they say the performance will affect gas mileage etc.
Performance will cost you more and yes they will wear faster.
I have to use performance due to the make model of my car which is a high end sports car. My tires are not the same size on front and back (neither is daughter's car), therefore we do buy tires more often because we can't rotate.
I just bought 2 back tires, the best on the market recommended by my dealer, at $1000 total. My daughter's tires were $1400 for 4. My hubby, drives the same make car but a sedan vs the sportier model and he still got the performance tire because he is on the road a lot with our company.
All that said.... if you have a Discount Tire, they are great. They have warranties on the tires. For instance, they guarantee them for a certain amount of miles. On daughter's tires that were $1400, within 2 yrs we needed to replace them and due to the prorated warrantry, we got all 4 of the SAME high end tire for less than $600. Customer service at our location is great.
Whatever you do, don't go cheap. You'll just be buying again before you need to because you went cheap. Also, this is your car you are talking about which transports your family... I spare no expense on health and safety.

I believe performance tires are a softer rubber to hug the road aka they wear a lot quicker. I a good way to judge a tire is by the treadwear rating. The higher the number the longer the tire will last. Look for something well above 400 and you should be getting a decent tire for your money.
