big boxes and bargain fabric and paint make great sets! Make your own props from smaller boxes, paper mache, etc. We did our own no budget plays every year in high school and thay were awesome!

i have done something vaguely similar when teaching shakespeare or ancient greek theater, in that i've devoted class time to letting the kids write or adapt their own scripts and roll with it. i don't know enough about the practicalities of theater to 'teach' it per se (my classes are strictly from the literary standpoint) but if you just take a moderator role, the kids are incredibly creative when turned loose!
don't bother with a canned script, go with fairy tales or shakespeare or a popular tv show or book, and let them adapt it themselves. round robin script-writing sessions ROCK! costumes can be assembled by each child and their family, usually using thrift stores and garage sales.
sets are more difficult, but again, i just tossed it at the kids, and their parents came through like troopers, WAY better than anything i could have come up with.
get someone to videotape the final performance.
it's SO much fun. go forth and enjoy!

I would go to a local university that has a Theater-Drama-or Film department and talk to the person in charge. Ask if there is anyone there even a student who would like to volunteer to help. You may get a lot of people to offer help. Contact your local Park an Rec department and see if there is a park pavillion available to use, also ask if they have any thing in the budget to help pay for things. You will need set peices (furinture, ect) a place to do performances and rehearsals, make-up, costumes, props, lighting and sound equipment. If you want people to show up you will need money for advertising, tickets, ect. You will need refreshments soda, popcorn. Possibilly bug sprays.
You can find scripts at the library.
Unless you plan to keep this really low key and use you backyard for performances and invite only family and friends you will need to think a little bigger.
Any other questions PM me. I majored in Theater and filmmaking in college--- but it's been a long time since I worked on a production.
Good luck I really think it's a great idea.
