I have the same problem try going to Baby Gap. That is the only place we buy jeans now.
My 14 month old daughter doesn't seem to fit in jeans. She's always been on the upper end of the growth curve. When she was 4-8 months I had to cut the elastic in all her pants so they would fit around her waist. Now she has dropped to the 55% for weight but she still doesn't seem to fit in any jeans or non-elastic waist pants. They will button while she is standing but her cute little tummy hangs over the edge when she sits or bends over. She doesn't seem bothered by them, but they look soooo uncomfortable. I love how baby jeans look and wonder if anyone else has had this problem, and if they have found any brands for bigger waisted babies. :)

I have a 21-month old daughter and I recently bought her a pair of boys jeans. They fit great and seem to have more room in the waist than girls jeans do. We use cloth diapers and the diapers make my daughter's waist and bum larger. The boys jeans don't restrict her movement either. I found that some of her cute, girls jeans wouldn't allow her move in all of the different directions she wanted.
You didn't say how tall she is but there are jeans out there for kids now with the adjustable elastic in them. They have a button and you pull the elastic tighter to the size you want and you fasten it with a button. I'm wondering if you could get some pants a size bigger and adjust the waist to a size that might be more comfortable. If they are to long you could roll them up or hem them. I have gotten these jeans at Old Navy and also at Walmart. I hope this helps!
My son too didn't fit into many non-elastic waist pants. I just gave up--no matter how "cute" those jeans look--I wanted my child to be comfortable. There are plenty of options out there.
