Adhering Sheer Ribbon to Ribbon

Go to Hobby Lobby and get a spool of narrow heat and bond. Then using the low setting on your iron you bond them together. Heat and Bond, the one that is least heavy duty, melts and bonds the fabrics together. It should not show if you get the edge of the strip even with the edge of the ribbon on top.

You can test it on some small pieces for sure. If it shows white underneath then perhaps you're trying to do something that can't be done. Try sewing along the edge of the sheer in a long baste stitch using the same color thread.

There is something called "glue dots."
Look it up online.
See if this would work for you.
The problem is that that ribbon is sheer.
So most anything will show through it.

There is also something called "roll on permanent glue tape." Look this up online too. See where you can buy it from.
I know a Teacher that uses this.

Or you might try double stick tape.

The good thing about glue dots and glue tape, is that it is not wet. And no drying time. And they are both "clear" glues.

I don't know what the craft is you are doing but if you are just tying ribbons you hold the one on top of the other and make your bow. once tied they don't slide.

Have you tried a spray adhesive? Or fusing tape?

You could try ModPodge - there is a fabric formula.

Depends what you are going to use this on. If it something that will be under a lot of stress, like a headband, or hair tie, Sash on a dress.. it would be best to use small stitches.

If it is just for decorating (like a corsage or boutonniere , we used to use, floral glue. It comes in a tube. It is very messy and a little bit goes a long way. They sell it at craft shops.

You want to use fusible web interfacing. Put it between two fabrics and iron, easy peasy. It's also good for non-stitch hems.

if you want to sew on a decal or something, then sew first, interfacing/ironing second.
