At 19 months of age the Safe Start program offered at many of the YMCAs is an absolute must for FL kids esp if you have a pool. It's an wonderful (and intensive) drowning prevention program that actually teaches your child to swim and float in his clothes to get himself to the side of the pool. My son is currently in the program at the Crosby YMCA (by WP Hospital) and it really is absolutely amazing.
Anyways, you don't have to be a member to take the lessons since it's a separate department. If you call their main number after 9am they can transfer you to the safe start department where they can give you more info on the program.
I'm sure the other swim lessons programs are similar (meaning you don't have to be a member)

And you don't have to take them at Crosby--but they do have an inside pool.
Finally, we actually are members. Though it's pricier than some gyms they by far have the best child care along with clean facilities, nice equipment, and tons of classes and programs. I use it about 3x week since Jan. and my son has never gotten sick, they check his diaper every 1/2 hour and note if he's dry, and change if he's wet or dirty-- and they have different activities based on age (though most are toddlers or younger when we go). Doing the math I would spend much more per hour on daycare...and I get to try and finally get the rest of this baby fat off!
