That's how I feel too, but I did find a park that is always busy. It's just a little bit longer of a walk from my house. I really like the local library programs, try those!
We recently moved to New Hope from the city with an 8 month old boy. Where I used to live, I could walk the baby to a few different parks every day and meet new friends and babies. I've walked down a lot of streets here, and although I found a small park with a baby swing, it was empty. I know there aren't as many sidewalks, but there must be some moms walking babies somewhere...the only people I seem to see on the street are seniors working in their gardens. Where do you all go during the day? I'm feeling very isolated.

Check out the website MOMS club international. The club goes by your zip code, so you meet mom's and kids your child's age that live in your area. They do playdates mom's night out, book club ect...
Try checking on www.meetup.com to see if you can find a stay at home parent group.

I don't live in New Hope, but I suspect it's either a) an "older neighborhood," or b) working age parents are all busy working full-time.
Keep walking. You'll bump into someone/something interesting eventually.
Can you make friends with some of the older people? I've found the seniors in my neighborhood quite nice to talk to. Ya never know...
