Sounds pretty normal. My son does lift the seat, but often misses the bowl as well. When I lift the seat to clean, it's sticky yellow mess under there!
My 6 yr old often doesn't lift the lid and will get a little pee on the toilet seat. Gross...but I accidentally sat in it and it was sticky? Cleaned that up, then noticed next time he did it that it did appear sticky and granular? I know sugar in pee can be a sign of diabetes, although he exhibits no other signs of diabetes (doesn't urinate often, isn't excessively thirsty, etc). None of my other kids 'miss' this often, so I have no idea what normal dried pee on toilet seat should look like. Just wondering if this could be a sign of something or if it is normal for pee to be sticky when dried? I know this is TMI and gross. Thanks!

If the pee is left there and it's drying out, yeah, it's sticky.

Urine is mostly water and it also contains an assortment of inorganic salts and organic compounds, including proteins, hormones, and a wide range of metabolites, varying by what the person is eating or drinking.
It's interesting to know that camels are very efficient with water retention and their pee can be almost like a syrup sometimes.
In the mean time, teach your boy a rhyme:
"If you sprinkle when you tinkle
Please be neat and wipe the seat".
Perfectly normal. Water is only one part of pee, when that evaporates you are left with anything your body couldn't absorb during digestion. There is sugar, minerals and a fair few other things your kidneys didn't think should stay in your blood.
The other thing is it builds up. Even cleaning the toilet once a week that bit that gathers where the toilet seat is bolted on, gross!! When my boys were younger I would take the seat off once a month and clean. :(
I would say it is normal but, just in case make sure he is drinking plenty of fluids. If he is making frequent trips to the bathroom with no significant fluid intake, he could have an infection.
ETA: I would try to call his ped office if your concerned. They should have a nurse there you can ask questions to if there really is no complaint/ reason to bring him in.
