My pediatrician advised waiting until a child is try to get out of the crib (for safety.) My healthy little toddler is almost 3 and she has never tried getting out, only getting into the crib by steping up on the side. She's so used to calling me or my husband to get her out of the crib. We have a toddler bed and will eventually switch over, but for now, she's fine in the crib.
As one other person noted, if the child can get up from a bed, there's other risks such as running around the house, etc. for which a new routine must be established.
One year is much too young in my opinion.
