use links, those plastic ones that are sold as a toy - I use those all the time to attach toys to things and they are great, they will work on the stroller perfectly and any teething toy.
We have a Bugaboo stroller and would like to find something to use to attach a toy to it for my teething son to chew on when we're out and about. Not using anything usually means the toy ends up on the ground. And I tried a pacifier attachment and it's not nearly long enough for him to get the toy into his mouth. A designated stroller attachment isn't what we're looking for, since we'd like to be able to plop him in a high chair at a restaurant (for example) and move the toy along with him, again using the attachment to prevent it from falling on the ground. Any ideas on what we could use?

I bought plastic rings called Link-a-doos, I think. They were made by Fisher Price or some similar company. I have seen them in the baby toy aise at Walmart, etc.
I also use the C rings/links. Works great & I can make it as short or as long as I need.
I have bought a strap that is made to hold a cup to the stroller. I got it at County Market grocery store. I don't know if you have one near you. It has an end that you velcro around the cup so you could velcro it around or thru a toy.
Those rings that RM mentioned are great! Also, I used the pacifier attachment but instead of putting a pacifier in it I put a teething ring and attached it to my daughter's clothes...worked great! I think they also sell like rubber band type things that you can attach to sippy cups, etc. I always see them sold in the back of magazines.

They are adjustable in length, made by a small, woman-owned company and have a super-strong clasp. I love them! And they do so much more than just the links do!

I second the suggestion on those "links". Various companies make them, they are so versatile! However, I'd stray away from the ones that look like alphabet letters, I had these and they don't stay attached too well. I ended up buying the ones that are "oval" shaped. they also have various textures to them "ridges, bumps or rubber coating" for teething babies....
Those C rings that come in packages of like 20 can usually slip over the stroller somewhere on the frame. You hook as many of them together as you need to for the right length. The sell them on the baby aisles, and they are usually what come in things like tummytime mats to attach the toys to the loops. They can be pulled off though depending on how hard baby pulls.
