I'd go sit n stand at that age. Your 3 year old will want to walk/run/skip/stand at least 25% of the time, and maybe up to 80% of the time. You'll get a lot more use out of the sit n stand. plus, it's less bulky than a double.

sit and stand hands down! I have a 3 year old and a 6 month old and we love our sit and stand. I highly recommend the joovey caboose ultra light. Sooo easy to manuever. I also got mine on albee.com for a discounted price, no shipping, no tax!
I have a 3 y.o. and a newborn also and I prefer a traditional double. Yes, I know they're more expensive (but I got mine from www.albeebaby.com for $100 less than in the stores! The Graco Quattro) and yes, I know that a 3 y.o. should be able to walk most places. But when going to the mall or zoo, I like to be able to offer a true seat. And if things get rough, I can belt him in. Plus, a double offers more storage which you need with two and they are easier to control IMO. Everyone's different though. Go t the store and try them both out and see which you like.
You don't need to get one or the other. This one starts out as a traditional and converts in seconds to a sit and stand. You can also put the carseat into it, and they have addressed a few problems from the old model (that I have). The only other thing they can do to improve this is add bike tires.

We have a sit n stand and love it. We have a baby trend one, although I know the joovy cabooses are nice too just a little more expensive than the baby trend. They are nice and light compared to the regular traditional double stroller. We had a regular double starting out and it was so heavy and hard to maneuver with the 2 kids in it. We love our sit n stand and it is nice that the older one can get in an out easily.
