My little girl is almost 14 months old, and she's still not walking either. She doesn't take steps, or even stand by herself (unless she's holding on to something). She walks if we hold her hands and kind of "pull" her along & she cruises down the couch. She sees a Pediatric Neurologist for seizures, and her Neurologist says that the cut-off is 18 months for walking. So don't worry :) Also, my mom told me that I didn't walk until sometime after 15 months, so I'm not as worried. You also may want to think about your child's height/weight. My daughter is taller than average (she's been over 100% on height since 3 months old), so I think that is keeping her from walking. If your child has some extra weight, it may be making him off-balance when taking steps, he just has to learn how to balance himself. I also heard that walkers keep babies from walking as early as others, so we took the walker away from my daughter about 3 months ago (she was too tall for it anyways).
