Could be a kind of herpes.
My daughter has this weird thing on the top outside of her nostril... right on the side of it on one side... it is like a an area that is slightly raised and white and patchy... it is like a cluster of teeny tiny white bumps but if you look from the side you can see that the whole area is a tiny bit raised. The whole thing is so small that it is hard to even get a great look at it, probably like half of the size of the diameter of a pencil and you'd only see it if you are up in her face like I am. I have googled around and can't find anything similar except maybe the start of a cold sore (which she has never gotten cold sores and no one in our family does either) BUT that doesn't even make sense because this thing has been here at least a few weeks now and has not changed at all, gotten bigger, no redness etc. I have tried putting a triple antibiotic ointment on it but it didn't change it at all. Anyone have any ideas? If it was impetigo would it have gotten bigger or changed by now?

You would need to ask the doctor for a real diagnosis.
One of my kids has one looks like a white rash or white bumpy skin on his arms and the doctor told us it was keratosis pilaris, but that is more common on the arms.
One thing that came up in when I searched is Milia, which is more common in newborns but can happen at other times. But again, your doctor would be the one to tell you what it really is.
Sounds like a trip to the pediatrician.
