The real reason VBACs are not common is the cost of liability to the doctor and the fact that the maternity ward MUST have a dedicated anesthesiologist on staff 24 / 7. Larger hospitals tend to have the capabilities for a VBAC, whereas smaller hospitals "share" an ON CALL anesthesiologist.
As far as safety, each woman must be assessed in their own right, but from what I am told (by doctors, midwives and doulas whom I work with) VBAC actually are very safe - especially if you HAVE had a vaginal birth in the past.
