Go to Natural Bridge, VA. There also is a Natural Bridge Zoo, including a drive-through "safari." You might also like to hike through Luray Caverns.
My husband and I are planning a short (3-4 day) family vacation to celebrate our anniversary. We had talked about going to the beach, but I just remembered that our infant is too young for sunscreen. So if we go to the beach, we'll be inside a lot and/or I'll be a nervous wreck the whole time trying to keep her in the shade. Does anyone have other ideas? We don't want to travel too awfully far since we're only taking a few days, and we live in Eastern VA. We like hiking and outdoor things, and we also have a toddler.

I wouldn't discount the beach. There are all kinds of SPF shade options out there. Have you ever been to Emerald Isle? Very low-key and laid back.
Or Williamsburg, VA maybe?
Go to Onestepahead.com for non-lotion sunscreen options (like SPF clothing) for your infant.
How about Busch Gardens?
We LOVE the National Harbor. We stay at the Wyndham Vacation Resort and get the Presidential Suite (for $75 a night!!) It's a fabulous place with tons to do at the resort, amazing restaurants, and DC is RIGHT there. Lots of history and fun things to do. Another benefit is you park your car when you get there and don't need it again until you leave. I LOVE not seeing my car for a few days! I cannot recommend it highly enough. We have been twice in two months and I am probably going to book another weekend in July!
