That is crazy that the doctor didn't call you to explain the results. That is terrible!
Speaking from experience, sounds like there is high frequency hearing loss. My son was born with Moderate high frequency hearing loss.
You should try to google that exact thing (mild to moderate HL range at 2,000Hz and 4,000Hz) and see what you come up with. From personal experience, the earlier hearing loss is detected the better. Speech won't be an issue if there is a hearing loss and hearing aids are used early on. My son received them at 4 months old.
I am not saying that your child will need hearing aids, I don't know. I will say that it is really good to get a second opinion.
I'm not sure where you got this testing done but, if I could give you a little advice, from one Mom to another...try to schedule an BAER or Evoked response with an ENT/ Audiology at Childrens, even if it is a drive. They have wonderful doctors and you will have something to compare the current results to. My son had so many hearing tests done, so do not just have one and be done with it. Have your child tested periodically. My son ended up having a progressive hearing loss and eventually lost his hearing all together. We decided to get the Cochlear Implant for him and he is signing and speaking beautifully!!
Did your son have a tympanogram to check and see if there was any fluid present?
